CA consumer court ....was cheated , by this nasty 'weeder' of a Landlord.Was 1 1/2yrs ago.Can I stil sue him?

Bottom line. Assuming you fulfilled the rental agreement including giving proper written notice before vacating you are still eligible for a refund of your security deposit especially if you made repeated requests for it returned to you and provided the landlord with a forwarding address upon your departure. The way your story reads you left in a (understandable) huff and likely didn't leave a forwarding address. To pursue your deposit you will have to sue in small claims court. The loser pays the fees. Be prepared for a counter-suit for damages left behind. As for your personal property lost, you have no case.
