Can you get your stuff taken away cause someone else didn't pay their fines?

I have a friend who's freaking out cause his brother who she let stay with her has a ticket issued to her house for her brother who doesn't stay with her anymore the warrant states that he has to pay the fines immediately if not the next visit they'll come with a locksmith to seize stuff she's worried that if she not home she'll come home to nothing i was just curious as too if they can come into the house and take stuff even though the stuff dont belong to her brother
