Whatever happened to the "Trickle down effect"?

the "trickle down effect" is still alive and well. however, it is happening in countries other than the United States. If a wealthy person in the United States wants to put a lot of people to work so that they can create wealth for themseves that wealthy person is burdened with taxes and regulations making things much more difficult for him. So that person goes to another country where he is welcomed rather than distained.
